There's no discrepancy.

The ESP document describes the MUST support algorithms for ESP itself. The DOI
describes those algorithms and transforms that must be supported within the
IKE framework.

In other words, Just because something is implemented in ESP doesn't mean it
has to be negotiable in IKE. They're different 'layers' of the stack, if you
will.
