public key cryptography on ISAKMP

I think of a new key exchange protocol which is based on ISAKMP.
On ISAKMP, I want to use a the public key of RSA or Ellipic Curve 
Cryptosystem, instead of the Deffie-Hellman key exchange algorithm.

I don't know whether using public key cryptography on ISAKMP or not
in the sence of standard and patent. 

Please answer this question.
