I don't think there's any kind of comparison to be made here. The
pluto code was written in 3 weeks' time, trying to meet a deadline. As
such, it looks (looked) more like a prototype implementation than
something that could/should be deployed. The FreeSWAN people are
maintaining it (since June '97), and I'll let them answer your
questions, since things are likely to have changed.
