I think that would be now.  A couple of times ago when we discussed
it I defended DES for the short term, suggesting that it be re-opened
when and if somebody admitted having built a hardware cracker.

Seems to me the easiest quick fix would be to make 3DES a MUST also:
everybody's implementing it anyway, so it won't be any extra effort.
