When negotiating an ISAKMP SA using a value of zero for the DOI and
situation, what is the size of the situation field? 

Below is an observation that while currently does not exist, there
is the potential for it to occur.

When an ISAKMP SA is negotiated with a DOI value of zero, a post 
phase 1 exchange using a DOI specific exchange type (32-239) could
potentially be ambiguous (unless the first message of the exchange
contained a payload that had a corresponding DOI field).
