Could you please submit draft-ietf-ipsec-cipb-cbc-03.txt for
IETF Last Call and advancement for publication as a Proposed Standard?
This document is part of the IPSEC standards suite which was approved by
the IESG, and was left out as an oversight, as the other IPSEC documents
make normative references to this document.
