Mr. Chairman, I move that the house consider censure of the gentleman
from Redmond on the grounds of blatant disregard for established
standards.

His email had an invalid message-id (no FQDN).

His email contained an inline uuencoded file instead of using MIME.

The decoded HTML file uses an unregistered character set "windows-1252".
(Character sets called windows-1250, windows-1251, and windws-1253 through
windows-1258 have been registered with the IANA, but not a windows-1252.)

The body of the HTML file mocks the purpose of HTML by using explicit size
and font changes instead of structured header tags, and sequences of
one-line paragraphs instead of lists.
