about draft "VPN framework"

Dear Sir/Madam:

        In the draft 'A Framework for IP Based Virtual Private Networks'
several
        tunnel protocols have been mentioned, including IP/IP,GRE
        tunnels,L2TP,MPLS and IPSec. Can anybody tell me the purposes
and
        backgrounds for which these protocols were designed and their
use environments.
