ISAKMP identification types

Does anyone know why the identification types specified for ISAKMP Phase-1
within RFC-2408 (See Section A.4) is only a small subset of those specified
for the Internet DOI.  Here are the types specified within the ISAKMP RFC:
ID_IPV4_ADDR=0
ID_IPV4_ADDR_SUBNET=1
ID_IPV6_ADDR=2
ID_IPV6_ADDR_SUBNET=3

As you can see, all the named identification types, plus the range
identification  types are missing.  Is there a real reason behind this
inconsistency?
