PPTP, L2F, and L2TP all encapsulate PPP and so are all layer 2 tunneling.

L2F is an informational draft (don't have the number off hand).
PPTP was last at draft-ietf-pppext-pptp-04.txt and L2TP is at
draft-ietf-pppext-l2tp-12.txt.

The PPPEXT WG mailing list (or L2TP mailing list) is the right area for
questions about these.  The IETF web page has information on the mailing
list for PPPEXT and L2TP mailing lists (I haven't looked if the web page
has been updated, but the l2tp list recently changed from l2tp@zendo.com to
l2tp@ietf.org).
