L2TP has been in the works for perhaps about 3 years now.  It is part of
the PPP extensions WG, not its own WG though.  From a VPN customer's point
of view they could potentially consider both protocols, but I wouldn't say
that they are really playing in the same space (e.g. L2TP is weak on
security and specifies the use of transport mode IPSEC protection of L2TP
for a secure L2TP tunnel).
