There is an implementation for OpenBSD. It's available in the source code 
tree of OpenBSD (well - it's part of OpenBSD). Check out www.openbsd.org and 
pick up a (non-US) FTP server for download.

For FreeBSD, there's a Japanese initiative, called KAME. Check out 
www.kame.net for details.

Also, NetBSD has IPSEC extensions. I have no pointers available, though.
