  Sure. IMHO, The point is that SHOULD's ought to be implemented, and
a knob provided to select the other behaviour. I MAY chose to implement a
MAY or not.

  In the case of "my hardware doesn't do that" then there may be other
options such as slower software. [as in my government won't let me export the
hardware if it does that, but you can download a software version from
www.myco-intl.com, but it will be slower, so the admin might like to avoid
using the slower version gratuitiously]  

  Now, which way the knob points by default is another question which is 
not our problem.
