Actually, the problem is far from simple. If it were, we wouldn't
need all the other DHCP options. ISAKMP-cfg should not go down
the road toward becoming a general configuration mechanism,
but instead should focus on IP address assignment while
leveraging DHCP INFORM for the rest.

Part of the reason that ISAKMP-cfg should stick to IP
address assignment is that the mechanism currently cannot
negotiate parameters in the way that say, PPP can. For
example, there is no real equivalent of a NAK. I think
that this could conceivably cause problems if it were
to attempt to become a more general configuration 
mechanism.
