What's value of the Next Header in 'tunnel mode' of ESP/AH?

Hi,
In transform mode, the Next_Header value of ESP/AH is the upper
portocol's ID--TCP/UDP etc. Then, in tunnel mode, what's the Next_Header
value? IP (=4) ?
