We use KB lifetimes for phase 1, the default is 1000.
Retransmits do not increment the byte counter.
KB lifetimes are not really useful. but the limit
is in to make to program compatible with older versions.
If the responder has 1000 KB limits and the initiator
does not send a limit, responder sends "no proposal chosen".
Our customers love it.
