RFC 2459

My apologies if this is super-inappropriate for the list.  (I know
it is a little :).

Has anyone taken a good look at Appendix D.3 of RFC 2459?  If you have, 
did you find the certificate there to have many encoding errors? I did, 
but I'm brand-new to ASN.1 so I need a sanity-check.

For example, around line 6980 there's an encoding of a SEQUENCE 
that is smaller than its parts:

0480 30 19         25: . . . . SEQUENCE
0482 06 03          3: . . . . . OID 2.5.29.32: certificatePolicies

0487 04 21         33: . . . . . OCTET STRING
