Well not public domain, but BSD-licensed, which is fairly liberal;
isakmpd from OpenBSD. Can be gotten from either the OpenBSD
sourcetree which is available via web, for example, www.openbsd.org.
There is also a slightly more general dist at
ftp.gsnig.net:/pub/isakmpd which however is updated more seldom.
