It sounds as if you want a free one, one that you can freely reuse.
This is not the case for FreeSWAN.  But if you want a really free one,
OpenBSD ships with an isakmpd implementation.  It supports PFKEY
as kernel interface.  Look at http://www.openbsd.org/crypto.html.
