isakmpd in OpenBSD do. I think we interoped with SSH's IKE test site,
but I cannot recall ever hearing an interop test with anyone else. As
it is not commonly used, it hasn't been optimized, and is therefore
pretty slow, defaeating its purpose somehow. Someday I'll go in there
and profile it.
