Oh, sorry.  I didn't understand you were asking an ISAKMP Config Mode specific
question.  That draft does define a new Attribute Payload which Section 3.2 in
it says has the value of 14.  14 is simply the first unassigned value after
the ISAKMP Vendor ID Payload value (13).  

It's really not cool for them to have done that since 14 has technically been
reserved to IANA since the ISAKMP draft became a standard's track RFC, but
this draft was first published before that happened.  IANA now owns the ISAKMP
Payload type registry and only if this draft advances will it necessarily get
the value 14.  However, given the number of fielded implementations using
config mode (with XAUTH), it's probably safe to use 14...
