Use regedt32:
Under:
HKLM\SYSTEM\CURRENTCONTROLSET\SERVICES\POLICYAGENT\
Create a Key called Oakley
Under the new oakley key, create a DWORD value: EnableLogging, set to 1.
Restart the ipsec service. Either net stop policyagent, net start policyagent, or reboot. Either will do it.
The logs show up in:
%SystemRoot%\debug\oakley.log, oakley.log.bak
