Markku, Protocols are not defined ONLY by the bits on the wire. They also are defined by the processing that each end applies to the packets. Since the IPsec processing applied by a receiver differs for a transport mode vs. tunnel mode packet, the two protocols are not the same, even if IP-in-IP tunneling is employed with transport mode.
