There are no public APIs for the Win2K release.
There is a command line utility, IPSECPOL, in the Win2K Resource Kit that
pretty much does everything the UI does, if that helps.

here, which may be a stretch, that an API actually exists to configure
Win2K IPSec SA's policies etc.
