   How does one actually issue a draft associated with the working
   group? Thanks - 

The first time you issue a draft associated with the working group, it
requires the concurrance of the working group chair that this is an
appropriate work item for the working group.  If you want to do this,
you should send me e-mail ASAP, since I have to arrange the clearance
with the secretariat before you send the I-D to the secretariat.
