The choice of user or host authentication mechanism is neither an 
enabler of nor an impediment to the use of centralized policy 
management.  You seem to be confusing authentication with 
authorization.  Perhaps that's the insidious influence of believing 
in the supremacy of AAA?  Also, your exclamation point key seems to 
be sticky; have it fixed.
