Query: Status of The IKE draft (later than RFC 2409)

Can someone please speak on what is the current status of the new draft on
IKE,
    draft-ietf-ipsec-ike-01.txt 

by Dan Harkins and Dave Carrell, May 1999?  I don't see the draft listed on
the Ipsec-charter web page, and it IS over 6 months old.  But my
understanding was that participants in the bakeoffs were generally working
to the new elements in this draft, particularly Oakley Group 5 and the
Acknowledged Informational exchange.

Should we all still consider that this draft is the generally agreed
direction?  Is any further action expected to forward it?  Are there still
controversial points?
