I don't think it's an implementation limit (at least not in the receive
side -- you have to be able to deal with more than 8 bytes of padding); the
OpenBSD IPsec can generate and handle up to 254 (which is really the maximum)
bytes of padding, it's just that I never felt the need to actually generate
more than 6.
