FW: [Tsvwg] Last Call: The Addition of Explicit Congestion Notification (ECN) to IP to Proposed Standard



This IETF last call may be of interest to ipsec WG members
because the draft contains material from the "IPsec
Interactions with ECN" draft (draft-ietf-ipsec-ecn-02.txt)
that was recently approved for publication as an
Informational RFC.

Here's an explanation of what is happening (and has happened):

- The ipsec WG presented the ipsec-ecn draft to the IESG for
	Proposed Standard last year.
- The current ECN RFC (2481) is Experimental; the IESG
	determined that this made it inappropriate to approve
	the ipsec-ecn draft as a Proposed Standard.
- The ECN co-authors (including yours truly) have combined
	all of the ECN material from RFC 2481, the ipsec-ecn
	draft, and a couple of other ECN drafts into a new draft,
	draft-ietf-tsvwg-ecn-01.txt .  There were no significant
	changes to the IPsec-related material.  The resulting
	draft is now in IETF Last Call for Proposed Standard,
	having passed Working Group Last Call in the Transport
	Area WG (tsvwg).

I also wanted to note that this draft makes some small
changes RFC 2401's procedures for tunnel encapsulation and
decapsulation to avoid some nasty interactions between ECN and
IPsec tunnels.  The changes are limited to the two bits in
the IP header used by ECN.
