Almost! ESPinUDP inserts an extra UDP header in IPSec packets. 
In IPSec, the ESP header follows the IP header. In ESPinUDP 
a UDP header follows the IP header and ESP header comes after 
that.

IP header | UDP header | ESP header | encrypted payload
