Section 4.2 Sending the original source address
suggests that both sides send NAT-OA for transport
mode. If the first NAT-D received matches a local
NAT-D sent out, then there should be no need to
send a NAT-OA. Is having the SHOULD for both
sides always sending a NAT-OA for simplicity sake?
