  The SPD is a (nominally static) DB describing the SAs that could 
potentially be created. The SAD represents the current set of active 
SAs. In general, the two databases cannot be combined, but if you 
wish to do so in a fashion that preserves the functionality defined 
in 2401, that's OK.
