Hello, all.

In RFC 2408 [ISAKMP] Section 3.1, ISAKMP Header Format, explains components
of ISAKMP header format including Flag field.

In the part of Authentication Only Bit, line 4, there is a word "Emergency
Mode". What is this mode? What is the different point from "Normal Mode"? I
hardly understand this word means.

Please give me some information such as URLs or RFC, and so on. Thank you.
