RFC 2408 and pkcs-7

Hi all,

In ISAKMP RFC2408 section 3.9, it mentioned using pkcs#7 in CERT payload as
type . My understanding that PKCS#7 is an envelope. This envelope must be
either of type "SIGNED DATA" or "SIGNED AND ENVELOPED DATA". I think the RFC
didn't specify which type of PKCS#7 and what keys to be used, please correct
me if I am wrong.
