Notification Types

To me the assignement of notification types as defined in RFC 2407 and RFC
2408 seems to be quite confusing if not even inconsistent.
RFC 2408 (ISAKMP) defines the values 8192 to 16383 as private values and
24576 to 32767 as DOI-specific codes.
The RFC 2407 (DOI) itself states that the two ranges (8192 to 16383 and
24576 to 35767) are DOI-specific. Furthermore the ranges 16001 to 16383 and
32001 to 32767 are assigned to be used by cooperating systems (private
values).
But as mentioned above in RFC 2407 only the range 24576 to 32767 is reserved
for DOI-specific code. But to me this does not make much sense, because if
it were the case there were only DOI-specific status types and no error
types.

I would suggest a change of RFC 2407so that two ranges, one for error and
one for status types, would be assigned for DOI-specifc use. The DOIs itself
could then assigne private values in each of the two ranges (which RFC 2408
actually allready does).

The definitions in RFC 2407as I would suggest them:
- Defined Error Codes 1 to 30
- Reserved Error Codes 31 to 8191
- DOI-specific Error Codes 8192 to 16383
- Defined Status Codes 16384
- Reserved Status Codes 16385 to 24575
- DOI-specific Status Codes 24576 to 32767
