It can be operationally much the same as PSK, with similar levels of
security, *without* requiring any special accommodations for PSK in the
key-exchange protocol.  So the protocol can be made simpler without making
users' lives more difficult. 

Many people who say they want PSK just want its simple operations; they
don't really care which flavor of keying is used.
