You do not require an ISM to do IPsec in a 7120 or 7140.

You probably do not have an IOS software image installed that supports IPsec.

You should contact the Cisco TAC or use the Cisco web site 
(http://www.cisco.com) to obtain an IOS image that supports IPsec.
