I don't remember such a statement.  What I remember is statements that
son-of-IKE needs to support the set of IKEv1 capabilities that are
found generally useful or important.  Whether the design looks like,
or is based on, IKEv1, is an independent decision that doesn't
necessarily affect the capabilities of son-of-IKE.
