Question about IPSEC DOI



I apologize if this is not the forum for this question - if not, please suggest an alternative.

I'm curious about how to represent 'any ip address' in an identification payload
In the ipsec doi, section 4.6.2 describes the identification payload content.

Within that section, subsection 4.6.2.5 describes 'ID_IPV4_ADDR_SUBNET'.

"It says that Note that ones (1s) in
   the network mask indicate that the corresponding bit in the address
   is fixed, while zeros (0s) indicate a "wildcard" bit"

If I understand this correctly, do I represent 'any ip address' as '0.0.0.0'?
I assume there is no special representation of 'any ip address'
