which number is assigned to ID_IPV4_ADDR?

	I found in rfc2408, ISAKMP id type ID_IPV4_ADDR's value is 0. 
But in rfc2407, ID_IPV4_ADDR's value is defined as 1. When I inspected 
ike message from Win2000(the fifth message of main mode), I found 
ID_IPV4_ADDR's value is 1. If it were 0, I will be less confused.
	Anyone know which value should be used? I am tired to look into the rfc:(
