There is an ISAKMP SA between peer A and peer B. Peer A has two interface to which two
ip address, say A1 and A2, are binded. But peer B doesn't know A2 belongs to peer A.
Now peer B wants to communicate with the host with address A2 securely. He initiates a
negotiation with phase one's first msg des.
How does peer A act when he receives this initial msg?
