What is the purpose of "fast" rekeying ? Is the expense of more cryptographic operations significant for the use of the protocol ? How fast should it be to support msec' GDOI ? Can rekeying operations be used in dos/ddos actions ?
I don't know if this point is a priority. Let's say it should be as fast as possible, considering that some other requirements may have priority on it.
