Suites should be enough:
	. I think there are currently in use a fairly little number of 
combinations of algorithms, and 'tuned home-made' combinations are usually not
proven to add anything interesting, nor they are tested.
	. A la carte selection is expensive: the explosion of combinations of
parameters does not help for communication setup, and the goal of an SA 
management protocol should be to setup or not to setup an SA, and not to search
for a possible combination of parameters in order to ensure a setup.
