RFC2407: ID Payload Field ("DOI Specific ID Data")

What is this "DOI Specific ID Data" used for, and why is it 24 bits in
size, could anyone tell me what exactly has to be filled here, and where
can I find this information.

RFC 2401 to 2412, none of these provide details about this, is there any
proper documentation on this topic, or have I not read the RFC's
properly.
