Re: suites vs. a la carte and IPcomp in IKEv2-05

Bill's suggestion is what I'd like to see: a la carte on the wire, but 
presented as a set of coherent suites.

I also agree with Stephane's recollection vis-a-vis the Atlanta "vote".
