IKEv2 -02 draft available again

Greetings again. At the WG meeting today, there was a discussion of 
changing IKEv2 back to the ala carte method used in the IKEv2 -02 
draft. Since most people haven't kept the old document, I have posted 
a copy that Charlie sent me. The text version (that has lost its page
