Empirical example listed above... :)  Why would anyone expect that everyone
has Microsoft character set support?

which is patently false.  Interoperability is achieved when the various
parties agree to communicate with a well defined, well known suite of
interfaces.  Mandating does not carry the weight of implementation.

And private/propriatary extentions hinder/cripple adoption of otherwise good 
ideas. 

I guess this off-topic rant really focuses on two words in Michaels posting:

"You"  should be  "We"
and 
"everyone" should be "implementations"
