It looks good to me.

I do not know if this is draft text for 2401bis.  If it is, then I do have 
a concern about the use of terms like "IPsec packet" and "non-IPsec 
traffic."  In this discussion, on AH and ESP are considered.  IKE packets 
are not addressed at all in this discussion, and they are at a different 
layer.  I would like to avoid confusion by using "AH and ESP packets"  or 
"Layer 3 IPsec packets" to ensure that we are clear.
