new issues on the tracker

All,
we have 5 new issues on the tracker:

67   IPsec management traffic
68   VPNs with overlapping IP address ranges
69   Multiple protocols per SPD entry
70   Add diffserv (IPv4) and class (IPv6) as selectors
71   Add definition of reserved SPIs

Issue 70 is a replica of issue 48, so the same resolution applies. Items 69 
and 71
seem fairly straightforward, so unless we see some discussion in the next week 
or so,
we'll go ahead and accept them.

We would like to see some discussion on issues 67 and 68.
