Note the peer address issue is not yet solved. In a discussion between
me and Tero we reach an agreement about what to do but we didn't propose
a wording...

PS: the idea is to use for the peer addresses (the addresses IKE runs over)
the addresses used in the initial phase. This is what I called "to make
the peer addresses IKE SA parameters". The 2.11 section should be clarified.
